I’m looking for a good music creation computer program?

I’m looking for software that lets me create music. I’ve tried quite a few different programs but none of them are really what I’m looking for.
-I want to be able to make a melody with quarter notes, 8th notes, etc. using different sound effects (piano, guitar, etc.)
-I want to be able to create my own drum beats
-And it needs to be well laid out
