What computer should I buy to use for recording music with a MIDI keyboard mic and Cubase?

Alrighty now. I’m a somewhat talented young musician, or at least that’s what I’m told. I was wondering how to change a piece of music in the key of C to one designed for a B-flat instrument. I know each note moves a specific amount in each direction. Is a C on a C instrument a D on a B-flat instrument, meaning to transpose from C to B-flat you must raise the note two chromatic steps, correct?
Also, am I using the term ‘transpose’ in the right sense?
And for you obsessive musicians (like I hope to become) is there a decent software program I could find out there for composition purposes? I’m looking for something in which I could imput notes and values and play them back. Also, I would like to be able to record my own stuff and overlap it with other recordings. Thanks!
